The Economics of Inaction on Climate Change: A Critique

چکیده
Economic models of climate change often take the problem seriously, but paradoxically conclude that the optimal policy is to do almost nothing about it. We explore this paradox as seen in the widely used DICE model. Three aspects of that model, involving the discount rate, the assumed benefits of moderate warming, and the treatment of the latest climate science, explain the timidity of the model's optimal policy recommendation. With modifications to those three points, DICE shows that the optimal policy is a much higher and rapidly rising carbon tax. Our modifications exhibit nonlinear interactions; at least at low discount rates, there is syne rgy between individual changes to the model. At low discount rates, the inherent uncertainty about future damages looms larger in the analysis, rendering long-run economic modeling less useful. Costeffectiveness analysis, focusing on the generally shorter-term cost side of the problem, reduces this problem and may make a greater contribution than economic optimization modeling.

Earth as Humans’ Habitat: Global Climate Change and the Health of Populations
Human-induced climate change, with such rapid and continuing global-scale warming, is historically unprecedented and signifies that human pressures on Earth’s life-supporting natural systems now exceed the planet’s bio-geo-capacity. The risks from climate change to health and survival in populations are diverse, as are the social and political ramifications. Although attributing observed health...

West Africa is vulnerable to the effects of climate change. This paper analyzed the impacts of climate change on economic growth in Anglophone West Africa with similar background, during the periods 1969-2016. Five growth model equations have been developed to incorporate climate change variables into the model. Panel data estimations such as the fixed effect model, random effect model and Haus...

Economic evidence is a key component of public policy responses to complex societal and health problems, including climate change. Activities to protect human health from climate change should routinely be evaluated not only in terms of their effectiveness or unintended consequences, but also in terms of the health damage cost of inaction, the cost of health adaptation, and the monetized benefi...

This study examined the effects of climate change on food expenditure in rural household of Iran. Food expenditure is investigated as a function of average income of rural households, retail food price index and food expenditure for rural households, agricultural sown area and climate change. Here, the Stata11 software is used and data are from 26 provinces of the country for 10 years. Precipit...
